Police arrested 23 year old Cheyenne Norton of Dubuque Thursday morning on a charge of interference with official acts-simple assault and intoxication by drugs. Reports say that Norton kicked Dubuque police Officer Matthew Levin while he attempted to make an arrest just before 7am Thursday.
