Transportation officials moved the barricades Monday afternoon to officially open Dubuque’s Southwest Arterial. The project, which began construction in fall 2016, connects Highway 61-151 on Dubuque’s south side to Highway 20 on the west-end of the city. The $160-million dollar project was a joint effort by the city and county of Dubuque, along with the Iowa DOT. Officials say the 4-lane, roughly 6-mile stretch will allow for more truck traffic to bypass part of the city and reduce congestion. The DOT had planned to open the Southwest Arterial last week, but the damage from August 10th’s storms led to a further delay.
