Authorities with the Dubuque Police Department arrested 19 year old Don Collins of Potosi Thursday at the Dubuque Law Enforcement Center on warrants charging assault, disorderly conduct and interference with official acts. Reports say that Collins sprayed a 12-year-old with what was described as “personal defense spray” during an altercation on May 3rd.
