Dubuque Police arrested 37 year old Justin Tigges of Dubuque Saturday at his residence on charges of two counts of domestic assault with injury, child endangerment and obstruction of emergency communication and a warrant charging fifth-degree theft. Reports say Tigges assaulted 30 year old Heather Herrig in the presence of their 1-year-old child.
