Dubuque Police arrested 55 year old William Brown early Sunday morning in the 2200 block of Washington Street on charges of possession of methamphetamine with intent to deliver, operating while intoxicated, interference with official acts and driving while barred. Brown was also cited for no insurance, open container and fraudulent use of registration.
