Dubuque Man Arrested in Zwingle For Harassment and Theft

Dubuque County authorities arrested 32 year old Marlin Cossom Jr. of Dubuque around Noon Friday in Zwingle on charges of first-degree harassment, third-degree theft, forgery and unauthorized use of a credit card under $1,500.
